Try moving the barricade in the upper right corner to the left, then move the barricade on the lower right corner upwards. You'll have to manipulate the cars to do so.

Jim and Frank Mysteries Solutions - Puzzle #7 - The Car Jam
You should be able to crack this with a bit of trail and error, but here's the hint from the game:
Try moving the barricade in the upper right corner to the left, then move the barricade on the lower right corner upwards. You'll have to manipulate the cars to do so.
Eventually you'll end up like the picture.
